A legal conference to discuss the Osaka Metropolis plan system, which will eliminate Osaka city and reorganize it into four special wards, was held on Tuesday where Osaka Ishin (Initiatives from Osaka) and the Komeito (Clean Government Party) parties aligned.
Next, a vote will be held at the legal conference on 26 December, where it is sure to pass, as Ishin and Komei parties make up the majority of constituents. There is an increasing possibility of holding a referendum in November 2020, which will be the second since 2015 when both Osaka prefecture and city governmental assemblies were adjourned by vote.
A proposal to divide the anticipated annual JPY70 billion in revenue from an IR, assuming Osaka’s IR bid is successful, between the four special wards equally was presented. Of this JPY70 billion, half is expected to be paid to the special wards, which will be divided equally by population.
These talks may be a little premature, but the IR candidate site, Yumeshima, will be part of Shinyodogawa Ward in the “Osaka Metropolis”. In the draft, the populations of the new Shinyodogawa, Kita, Chuo and Tennoji Wards are set to be 600,000, 750,0000, 710,000 and 640,000 people, respectively.
