Gushin has worked with a variety of private casino developers on operational/management issues and provided gaming expertise to numerous gaming jurisdictions. He also served as Commissioner with the Oneida Indian Nation Gaming Commission that regulates the Turning Stone Resort Casino, in Syracuse, NY. Gushin has worked throughout the United States, the Caribbean, South America, Asia and Europe. He has managed feasibility and marketing studies, public policy analysis, drafting of gaming laws and regulation, financial analysis and casino related investigations, and directed all of Spectrum’s prior engagements including a 15-year regulatory association with the Ministry of Home Affairs and Casino Regulatory Authority in Singapore. He also served a 14-month consultancy for the Tinian Casino Gaming Control Commission as gaming advisor. He is a former US Treasury Interim Advisor, and received his BA from the American University School of Government and Public Administration in 1970, his Juris Doctorate fromRutgers University in 1973 and hisMasters fromAmerican University in 1979.
