There is a clear division of authority between the two agencies that has generally worked well over the course of the last 18 years. The RFPs served as a model for other jurisdictions because the STB set out clear policy goals (increased visitation and increased spending by visitors to Singapore) and the framework for the development of IRs in Singapore.
