The first step is for a site to be selected and agreement to be formed between the local city and its prefecture on the desire to host an IR on that site. This needs to be approved by city-level assemblies. The prefecture then needs to create a “basic development plan” and set a budget for IR development work. The prefectural implementation policy and finalized selection criteria to be used in determining the winning bidder must be approved by the prefectural level assembly. Next comes a local-level RFP process in which the city and prefecture request a formal proposal from candidate operators, assess these proposals against their pre- determined selection criteria and ultimately select a winning bidder.
