Landing revealed in September that it is currently searching for land within Manila’s Entertainment City precinct after being given formal notice by Nayong Pilipino Foundation (NPF) that its original land lease deal had been terminated. It also revealed that PAGCOR has requested the company submit a proof of ownership or lease of land within 180 days from 10 September 2019 or its provisional gaming license will be either revoked or suspended. However, asked by reporters if the number of IRs in Entertainment City would be capped at four – Solaire, Okada Manila, City of Dreams Manila and Westside City Resorts World – Domingo made clear reference to Landing when she commented, “There will be a fifth one here if they are able to get land, which is very sparse.” Landing was issued a provisional license in July 2018 and even broke ground on its planned US$1.5 billion IR, only for Philippines President Rodrigo Duterte to cancel the land lease deal for being “grossly disadvantageous.” The company, which owns and operates Jeju Shinhwa World in South Korea, said last month it “will try to find another piece of land for the development of the integrated resort.” PAGCOR 主席及首席執行官Andrea Domingo強烈暗示稱，香港 上市公司藍鼎國際將獲准在馬尼拉開發第五間綜合度假村，前提 是其找到適合的土地。 藍鼎國際曾於9月透露，在接獲其菲律賓綜合度假區出租人 即基金Nayong Pilipino Foundation(NPF)的函件正式通知其原 先的土地租賃協議已終止之後，該公司目前正在馬尼拉娛樂城內 尋找土地。此外，PAGCOR已經要求藍鼎國際依照預賭牌之規定， 自2019年9月10日起的180天內提交土地擁有權或租賃證明，否 則該預賭牌有可能被撤銷或暫停。 然而，當被問及菲律賓應允許的理想賭場數量時，Domingo 提及目前馬尼拉娛樂城內已經開放或在建中的四間娛樂場—— 晨麗、岡田馬尼拉、新濠天地馬尼拉及Westside City Resorts World——之時補充稱：「如果他們能夠找到一塊地，那麼這裏將 會有第五間娛樂場。」 在提前一年提交申請後，藍鼎於2018年7月獲得預賭牌，隨後 於2018年8月開始動工，計劃投資15億美元興建綜合度假村。然而 事情出現戲劇性轉折。就在動工的當日下午傳出消息稱當日早些 時候菲律賓總統杜特爾特解僱了整個NPF基金會的管理層，指責 NPF給予藍鼎公司「明顯不利」的50年租地協議。 藍鼎國際同時在韓國擁有及營運濟州神話世界。該公司於上 個月曾表示：「將嘗試尋找另一地塊用作發展綜合度假區，公司將 就項目之任何最新消息根據上市規則之規定適時作出進一步公 告。」
