According to CDC Gaming Reports , the company in question is Hong Kong’s Sylebra Holdings – the third largest shareholder in Scientific Games with its 8.6 million shares, valued at US$177.8 million, representing a 9.34% stake. In its lawsuit, Scientific Games said it has “repeatedly asked Sylebra for basic information to allow the Corporation and its Board to carry out its own suitability analysis. Time and time again it has refused.” It added that, despite requests for information about the identities of its beneficial owners, Sylebra has “manipulated the regulatory system by strategically timing the disclosure of information that it is willing to part with while utilizing procedural mechanisms to prevent any order requiring it to turn over the information that actually matters. “This sustained pattern of obfuscation, procedural maneuvering and outright stonewalling … raises serious questions about just what Sylebra might be trying to hide.” The lawsuit says investigators found that Sylebra owns a sizeable stake in a Russian company with alleged links to illegal gambling, money laundering and funding of terrorist organizations. 全球 博彩及彩票產品開發商 Scientific Games 日前在內華達州 對其一名股東提起法律訴訟,指控其拒絕遵守與適當性要求相關 的信息請求。 根據美國《CDC Gaming Reports》週末的一篇報告,該受控 公司為香港公司Sylebra Holdings。後者是Scientific Games的 第三大股東,擁有860萬股、價值1.778億美元的股票,佔公司總股 份的9.34%。 在其訴訟中,Scientific Games稱,其已「多次要求Sylebra提 供基本的信息,以便公司及其董事會自行對其進行適當性分析。 但遭到一次又一次的拒絕。」 它補充道,儘管被要求提供其受益所有人的身份信息,Syle- bra「通過操縱監管系統,有意地選擇其想披露的信息,同時利用 程序機制來阻止任何要求其交出真正重要的信息的命令。」 「這種持續不斷的混淆視聽、程序操縱及公然的阻礙......引 發了人們對於Sylebra到底試圖隱藏什麼的嚴重質疑。」 該訴訟稱,調查人員發現,Sylebra擁有一家俄羅斯公司的大 量股份,涉嫌與非法賭博、洗錢和資助恐怖組織有關。
